Project goals:

Wider objective is enhancement of quality and relevance of higher education in Ukraine and increasing convergence with EU developments through elaboration of qualifications frameworks.

Project objectives:

  1. Analyses of existing standards and methodologies of Qualifications Frameworks development in Environmental Science.
  2. Development of sectoral Qualifications Frameworks for Environmental Science studies at Ukrainian universities.
  3. Training courses on developing and implementing new study programs compatible with Qualifications Frameworks in Environmental Science.

Activities:

  1. Analyses of existing standards and methodologies of sectoral Qualifications Frameworks development.
  2. Elaboration of Qualifications Framework in the area of Environmental Science in Ukraine.
  3. Creation of training centers.
  4. Development and implementation of training courses on developing and implementing new study programmes compatible with Qualifications Framework in Environmental Science.
  5. Quality control.
  6. Dissemination of project results.
  7. Project management.

  1. Developed Qualifications Framework for Environmental Science at Ukrainian universities.

A coordination meeting of implementers of EU project 544524-2013-1-PL-TEMPUS-SMHES «Qualifications Frameworks for Environmental Science at Ukrainian Universities – QANTUS» was held on 14-15 April, 2014 at Warsaw University of Life Sciences (Warsaw). Project partners from universities of Spain, Austria, Italy, Poland, Belgium and Ukraine took part in the meeting.

Project coordinator Stefan Ignar addressed his welcome speech to the participants of the meeting. He focused on the main point, objectives and expected results of the project. Then during the first day of the meeting time was given to all project partners to present educational and research partner-institutions.

During the second day of the meeting the main problems related to the project main topic “Implementation of Qualifications Frameworks for Environmental Science at Ukrainian Universities” were discussed.

Presentations of EU expert on Bologna system implementation Prof. Marek Frankowicz (Jagiellonian University, Poland), Prof. Vadym Zakharchenko (Odessa National Maritime Academy, Ukraine) and Prof. Jozef Mosiej (Warsaw University of Life Sciences, Poland) directly concerned above-mentioned topic.

Working groups aimed to implement the project in accordance with the defined goals and objectives were created as a result of the coordination meeting of Ukrainian and European partners.

The meeting united the project team and inspired them to further fruitful work.

The first study visit to the University of Natural Resources and Life Sciences (Vienna, Austria) was made on June 30 – July 4, 2014 within the frameworks of TEMPUS project “Qualifications Frameworks for Environmental Science at Ukrainian Universities – QANTUS”

During the study visit to the University of Lleida participants were familiarized with:

  • National Higher Education System of Spain (number of cycles, degree, learning periods and trajectory);
  • National Classification of Education – its structure, fields of education and their compliance with the International Standard Classification of Education;
  • Quality Assurance System in Education;
  • Technological support of the learning process and providing with methodological and bibliographical stock;
  • The structure and content of courses (academic disciplines);
  • ECTS implementation;
  • Remote access to the teaching materials (use of distance learning);
  • Forms and periods of learning, number of credits;
  • Procedures of awarding higher education qualifications and issuing certificates of education (authorities, decision makers, etc.). Who sign certification documents on granting the status.
Seminar on dissemination of First and Second Study Visits results within the framework of TEMPUS QANTUS project was held on 8 October. The seminar was held by Prof. Vadym Zakharchenko, Vice-rector on Scientific and Pedagogical Work, Victor Bortniak, Head of Educational and Methodical Department, Kateryna Prykhodko, associate professor of Life Safety Department.

Three reports were delivered during the seminar:

  1. Internal quality assurance at universities
  2. National Qualifications Framework and the development of competency-based educational programs
  3. Implementation of the European Credit Transfer and Accumulation System (ECTS). Definition of learning outcomes and development of programs for courses (disciplines).

The seminar was attended by the representatives of faculties, academic and teaching departments of Odessa National Maritime Academy, dealing with quality assurance system, development and implementation of educational programs and courses (disciplines).

Monitoring of the project 544524-TEMPUS-1-2013-1-PL-TEMPUS-SMHES ‘Qualifications Frameworks for Environmental Science at Ukrainian Universities’ by the National TEMPUS / Erasmus+ office, and the Coordination Seminar of the project participants were conducted on 15-16 October 2014 at Odessa National Maritime Academy.

Monitoring Program of the TEMPUS project № 544524

During the monitoring day the representatives of Ukrainian HEIs, which are the partners of TEMPUS QANTUS project, reported on the results of project implementation at the first stage. There were interviews with project teams and stakeholders, as well as the meeting with teachers, administrative staff, and students of Ukrainian partner HEIs.

Meeting of the QANTUS Steering Board was held on 27-28 November 2014 at Warsaw University of Life Sciences – SGGW (Warsaw, Poland).

This meeting was attended by the Project Steering Board Members – Prof. S. Ignar (Warsaw University of Life Sciences – SGGW), Prof. M. Frankowicz (Jagiellonian University), Prof. S. Stepanenko (Odessa State Environmental University), Prof. V. Zakharchenko (Odessa National Maritime Academy), Prof. J. Mosiej, M. Techmanska (Warsaw University of Life Sciences – SGGW), A. Shestakova (Odessa National Maritime Academy) also took part in the meeting.

Steering Board Members have discussed the following issues:

  • Overall results of the first year of the Project and consortium work effectiveness;
  • The results of the Project Monitoring by the National Erasmus + office in Ukraine;
  • First and second study visits outcomes;
  • Work completion and preparation of reports within the frameworks of Workpackage 1;
  • General approaches to development of Sectoral Qualifications Framework in the field of Environmental Sciences;
  • Co-financing by the Project consortium members;
  • Preliminary planning of activities for the second year of the Project;

The following current organizational issues were also discussed and resolved during the event:

  • Reporting on mobility funding for the first year of the Project;
  • Signing of the Memorandum of Understanding by the consortium members;
  • Preparation for equipment procurement.

 
A General Assembly (coordination meeting) of consortium of EU project 544524-2013-1-PL-TEMPUS-SMHES «Qualifications Frameworks for Environmental Science at Ukrainian Universities – QANTUS» was held on 31 March – 1 April, 2015 at the University of Natural Resources and Life Sciences (Vienna, Austria). Project partners from universities and other establishments from Austria, Germany, Italy, Poland, Belgium and Ukraine took part in the meeting.

Project coordinator Prof. Stefan Ignar addressed his welcome speech to the participants of the meeting. He focused on the 1st year project results. Also during the first half of the day presentations by European partners on sectoral qualifications frameworks, recent development in European Higher Education Area, directions of further development were heard.

During the second half of the day the main achievements of Ukrainian partners for the first year of the project were presented and discussed. To highlight this issue Ukrainian partners prepared presentations on the implementation of different Work Packages of the project: Pprof. Vadym Zakharchenko (Odessa National Maritime Academy, National Project coordinator) reported on the progress of Work Packages 1 and 2, Oleg Shabliy (Odessa State Environmental University) – about realization of Work Packages 3 and 7, prof. Ganna Titenko – about realization of Work Packages 1, 4 and 5.

During the second day of the meeting presentations by Austrian partners on qualifications frameworks in Austria, environmental studies development, quality assurance system in Austrian universities were heard.

The afternoon was devoted to management, planning and solving administrative issues of the project.

Held meeting helped to demonstrate the first stage results of the project partners and inspired consortium to further fruitful work.

The Study visit of the Ukrainian part of TEMPUS QANTUS Project consortium to partner universities in Italy was held from 25 till 29 May, 2015.

The participants visited the University of Genova and the University of Pavia and participated in seminars on aspects related to the Project topics and the European Higher Education Area.

At the University of Pavia seminars were carried out by Michela Cobelli, Erasmus Mundus Programme Coordinator, and Prof. Maria A. Confalonieri.

At the University of Pavia the visitors had the opportunity to meet Ukrainian students who study at this University.

During the visit participants had the opportunity to share their experience with Italian partners and to gather information about Italian National Qualifications Framework, elaboration of intended learning outcomes, implementation of the European Credit Transfer and Accumulation System, Quality Assurance in Higher Education and other useful information needed to perform Project objectives.

The working meeting of the QANTUS Steering Board for discussion of current issues of the project implementation was held in Warsaw on 22 April 2015.

The Steering Board members participated in the conference on ‘Qualifications for the labour market. Sectoral Qualifications Frameworks as new tools for competence management’ which was organized by Educational Research Institute in Warsaw on 23 – 24 April 2015. Its objective was to exchange views and experiences in developing and implementing tools used to match qualifications to labour market needs. The context of the conference was provided by sectoral qualifications frameworks created for various sectors in countries around the world.

During the conference the report on realization of the project tasks was made and discussed in detail.

Joint meeting of Commission on Environmental Science, Natural Environment Conservation and Sustainable Nature Management of the Science and Methodology Council, the Ministry of Education and Science of Ukraine, and QANTUS project consortium was held on 14-15 May 2015 on the premises of the Uman National University of Horticulture with participation of the representatives of HEIs, which train specialists on ‘Environmental Science, Environment Conservation and Sustainable Nature Management’.

V.M. Zakharchenko, coordinator of Ukrainian part of the project, member of the National expert team on reformation of higher education in Ukraine, Vice-Rector of Odessa National Maritime Academy, delivered a report on development of qualifications framework in the field of ‘Environmental Science’ under the QANTUS project.

Results of employers’ questioning on the competences in the field of Environmental Science, Natural Environment Conservation and Sustainable Nature Management were presented by G.V. Titenko, Dean of Environmental Faculty of the V.N. Karazin Kharkiv National University.

S.M. Stepanenko, the commission chairman, OSENU Rector, and О.G. Vladymyrova, academic secretary of the commission, Dean of OSENU Faculty of Environmental Science and Economics, made reports covering development of preliminary versions of branch qualifications framework in the field of Environmental Science, Natural Environment Conservation and Sustainable Nature Management.

Vadym Zakharchenko – QANTUS Project – SQF for the environmental science in the context of development of Qualifications Frameworks in Ukraine

The Study visit of the Ukrainian part of TEMPUS QANTUS Project consortium to the Jagiellonian University in Krakow, Poland was held from 8 till 14 November, 2015.

The participants visited the Centre for Environmental Education, Faculty of Chemistry and Biology, a museum and numerous laboratories of the Jagiellonian University and took part in workshops on issues relating to the subject of the project and European Higher Education Area.

During the visit participants had the opportunity to share their experience with Polish partners and discuss issues related to Polish National Qualifications Framework, elaboration of planned learning outcomes of the study programmes, implementation of the European Credit Transfer and Accumulation System, Polish higher education system, curriculum development and issues related to the organisation of educational process at the Jagiellonian University.

Meeting of the QANTUS Steering Committee was held on 10 – 11 March 2016 at Warsaw University of Life Sciences – SGGW (Warsaw, Poland).

The Steering Committee discussed the following issues:

  • Overall results of the second year of the Project and the effectiveness of the Consortium;
  • The results of the reporting on the implementation of Project first phase tasks;
  • Current development status of Qualifications framework in Environmental Sciences for Ukrainian Universities and the necessary next steps;
  • Current development status of training courses for the developers of educational programmes and the necessary subsequent activities;
  • Co-financing by the Project Consortium members;
  • Preparation to the equipment procurement for Ukrainian partners at the expense of EU Grant;
  • Reporting on mobility funding for the second year of the Project;
  • Preliminary planning of activities for the next year of the Project.

During the meeting other current organisational issues were discussed.

On November 17, 2016, in the framework of the National Week of Erasmus+ Programme in Ukraine, the National Erasmus + Office in Ukraine, the Ministry of Education and Science of Ukraine, Education, Audiovisual and Culture Executive Agency (EACEA) in cooperation with the EU Delegation to Ukraine under organizational support of the National University of Kyiv Mohyla Academy held the Seminar-HelpDesk for Ukrainian teams-implementors of Tempus IV Projects.

During the seminar implementers of the projects received information from Giulia Moro and Ana Ramon, project managers EACEA-Brussels, concerning the preparation of financial reports to be submitted to EACEA with relevant supporting documentation.

Participants had the opportunity to share experiences, answer questions on the specifics of the documents, auditing procedures, etc.

On November 17, 2016 in the framework of the National Week of Erasmus+ Programme in Ukraine, the annual seminar on “Higher Education Capacity Building in Structural Tempus&Erasmus+ Projects: Current Outcomes” (23 projects, 2010-2019) was held at the Ministry of Education and Science of Ukraine. The seminar was initiated by the Ministry of Education and Science of Ukraine and held in collaboration with the National Erasmus + Office in Ukraine, National Team of Higher Education Reform Experts and under the support of the Education, Audiovisual and Culture Executive Agency (EACEA, Brussels).

The purpose of the event was presentation of the actual results of higher education capacity building in Structural projects delivered by the representatives of Ukrainian universities to the Ministry of Education and Science of Ukraine, Executive Agency and the National Erasmus+ Office in Ukraine and discussion the implementation of the results at national level by the Ministry of Education and Science of Ukraine and National Higher Education Reform Experts.

Prof. V. Zakharchenko, National Coordinator of QANTUS Project, Member of National Team of Higher Education Reform Experts, attended the event, presented the current results of QANTUS Project and also took part in expert discussion of the results of other structural projects.

Meeting on the issue of equipment purchasing for the Ukrainian partners of QANTUS project was held on 22-23 March 2017 at Warsaw University of Life Sciences – SGGW (Warsaw, Poland).

This meeting was attended by National Project Coordinator Prof. V. Zakharchenko (National University “Odessa Maritime Academy”), M. Techmanska (Warsaw University of Life Sciences – SGGW), O. Shabliy (Odessa State Environmental University), A. Shestakova (National University “Odessa Maritime Academy”) and invited experts on ICT and purchasing issues of Warsaw University of Life Sciences – SGGW.

Proposals of the participants of the meeting and decisions were agreed with the project coordinator Prof. S. Ignar (by distance conference).

 Main issues discussed:

  • List of equipment which is going to be purchased at the account of Project budget;
  • Organizational issues on the procedure of equipment procurement;
  • Planning of the follow-up project activities;
  • Other organizational issues of the current activity.

On the results of the meeting, new equipment procurement plan was formed and action plan for the organization of the procurement process was approved.

The study visit of representatives of Ukrainian organisations, members of the consortium Tempus-project “Qualifications Framework for Environmental Science of Ukrainian Universities” to the Warsaw University of Life Sciences (SGGW), (Republic of Poland) was held from 12 till 16 June, 2017.

The following participants took part in this visit: the representatives of National of University «Odessa Maritime Academy, Odessa State Environmental University, V.N. Karazin Kharkiv National University, National University of Life and Environmental Sciences of Ukraine, Lviv National Agrarian University, Uman National University of Horticulture, State Institution “Scientific-methodical Centre of Informational and Analytical Support of Activity of Higher Educational Institutions «Agro-science», Institute of Ecology of the Carpathians NASU and Department of Higher Education of the Ministry of Education and Science.

Vadym Zakharchenko, Prof., Dr., Vice Rector for Scientific and Pedagogical Affairs in NU “OMA”,  national project coordinator and Juliia Medvedieva, Candidate of Geographical Sciences of Hydrography and Marine Geodesy Department represented National University «Odessa Maritime Academy».

The participants visited the Centre for Environmental Education, Faculty of Crop and Biology, a library, a museum and water centre with its numerous laboratories and took part in workshops on issues relating to the subject of the project and European Higher Education Area. During the visit participants had the opportunity to share their experience with Polish partners and discuss issues related to Polish National Qualifications Framework, implementation of the European Credit Transfer and Accumulation System, quality assurance in higher education and other useful information needed to complete project tasks.

The Meeting of Steering Committee of the Project “Qualifications Framework for Environmental Science for Ukrainian Universities” took place at Warsaw University of Life Sciences (SGGW) from 13 till 14 June, 2017.

The following participants took part in the meeting: Prof.  Stefan Ignar, project coordinator (Warsaw University of Life Sciences – SGGW, Republic of Poland), Prof.  Vadym Zakharchenko, Vice Rector for Scientific and Pedagogical Work of NU “OMA”, national project coordinator (National University «Odessa Maritime Academy», Ukraine), Dr. Marek Frankovich (Jagiellonian University, Republic of Poland), Prof. Sergiy Stepanenko, (Odessa State Enviromental University, Ukraine), Dr. Ganna Titenko, (V.N. Karazin Kharkiv National University, Ukraine), Monika Tekmanska (Warsaw University of Life Sciences – SGGW, Republic of Poland) and Oleg Shabliy (Odessa State Enviromental University, Ukraine) were also invited to participate in the meeting.

During the meeting the following issues were discussed:

  • equipment procurement for Ukrainian partners project;
  • plan of project outcomes publications;
  • plan of events for the second half of 2017; and other current project issues.

Working meeting of the QANTUS project was held on 31 August – 2 September 2017 at Jagiellonian University in Krakow (Poland). National coordinator of the Project Prof. V.M. Zakharchenko participated in the meeting.

During the event the working meeting between Prof. V.M. Zakharchenko and the project team of the Jagiellonian University was held. The participants discussed the issues of quality assurance of the expected results of the Project and preparation for the General Assembly of the Project Consortium.

Besides, V.M. Zakharchenko visited the State Higher Vocational School in Tarnow, where he met the representatives of the Administration of this higher educational establishment and the authorities of the Polytechnic Institute. During the meeting, the issues of academic cooperation in the field of electrical engineering, computer science, electronics and telecommunications were discussed.

A General Assembly of implementers of Tempus project QANTUS was held on 20-22 September, 2017 at Warsaw University of Life Sciences – SGGW (Warsaw, Poland).

During the event, the letter from the Ministry of Education and Science of Ukraine on the adoption of a Qualification Framework in the field of environmental science, which was developed by a the project consortium members, was announced.

The participants of the coordination meeting discussed the following current issues related to the project implementation:

  • implementation of the Project workplan;
  • organization of equipment purchasing;
  • organization of further project activities, in particular study visit and closing

Also during the event there was a detailed discussion of the developed methodical and didactic materials aimed at academic staff retraining and training of educational programmes developers.

Monitoring of Tempus Project 544524-TEMPUS-1-2013-1-PL-TEMPUS-SMHES “Qualifications Frameworks for Environmental Science at Ukrainian Universities” – QANTUS was conducted at Uman National University of Horticulture on October 6, 2017. The project monitoring was carried out by the representatives of the National Erasmus + Office in Ukraine – Zhanna Talanova and Petro Krainik.

During the event Prof. Vadym Zakharchenko, as the national coordinator of this Tempus Project, delivered a report on the current Project results in general and on the activities which were implemented at the National University “Odessa Maritime Academy” within the framework of the Project.

Also during the event representatives of other Project partner organizations presented their reports, including report on Project Quality Assurance System, which was delivered by Marek Frankowicz (Jagiellonian University).

According to the monitoring results, the Project received a positive assessment from the monitoring mission. The relevance and significant results of the Project were noted.

During the visit participants had the opportunity to share their experience with Polish partners and discuss issues related to Polish National Qualifications Framework, elaboration of planned learning outcomes of the study programmes, implementation of the European Credit Transfer and Accumulation System, Polish higher education system, curriculum development and issues related to the organisation of educational process at the Jagiellonian University.

Participants visited the Faculty of Chemistry with numerous academic and research laboratories, as well as the Department of International Affairs at Jagiellonian University.

As a result of the Training course participants received Certificates.

Final Conference of the participants of Tempus Project QANTUS took place at Odessa State Environmental University on 16-17 November, 2017.

The Conference was attended by the representatives of the following partner universities and organizations: Warsaw University of Life Sciences (Poland), National University «Odessa Maritime Academy», Odessa State Environmental University, V. N. During the Conference Prof. Vadym Zakharchenko, National Project Coordinator, made a presentation about main Project achievements and results. Also all the participants exchanged positive impressions of the Project implementation and expressed their hope for future fruitful cooperation between the consortium members.
