The work of the inspection mission of the European Maritime Safety Agency (EMSA) in Ukraine was completed on April 20, 2018. The inspectors of the European Maritime Safety Agency (EMSA) conducted a regular (scheduled) check of the national system of education, training and certification of seafarers, medical standards for compliance with the requirements of  the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers (STCW) 1978, as amended and Directive 2008/106/EC of the European Parliament and of the Council dated 19.11.08 on the minimum level of training of seafarers.

The main purpose of the EMSA inspection is to determine the compliance of the educational system, training, medical standards and certification of seafarers in accordance with the STCW requirements. The European Maritime Safety Agency (EMSA) assesses national educational systems on behalf of the EU member states even in countries outside the European Union. The inspection group consisted of Heviy Rodriguez Antonio, Chairman of the Commission and Andrzej Batitski arrived at the University accompanied by Basyuk Alexander Grigorovich, Director of the Department for Reforming and Operating of Maritime and River Transport at the Ministry of Infrastructure of Ukraine and Kudlinskiy Sergey Petrovich, Acting Head of the Inspectorate for Training and Certification of Seafarers (ITCS).

The audit was conducted in Ukraine by the experts from the Ministry of Education and Science of Ukraine, the Ministry of Healthcare of Ukraine, the State Service of Ukraine for Transport Safety.

According to the audit programme, the commission checked a number of marine educational institutions, namely: Kherson State Maritime Academy, Maritime Specialised Training Centre at Kherson State Maritime Academy, National University “Odessa Maritime Academy”, Educational and Training Complex “Admiral” as well as Diploma and Passport Department of Kherson Sea Port Administration (SE «AMPU»). Audit began and ended in the Inspectorate for Training and Certification of Seafarers (ITCS).
